Regional Rail Link

Regional Rail Link is a $4.8b landmark mega infrastructure project that separates regional and metropolitan trains in Victoria delivering substantially increased capacity and reliability. The project included 5 stations, 90 km of track, 15 grade separations and extensive signalling works, all delivered in a complex stakeholder environment.

Link provided specialist services and advice including engineering and design management; procurement and commercial management; risk, scheduling and cost control through all phases of the project. Link resources were appointed to senior line management roles including Director Engineering, Delivery Director (Systems), Construction Manager and Commercial Manager.

The Regional Rail Link Project was awarded the Infrastructure Project of the Year for the National Infrastructure Awards 2014 by Infrastructure Partnerships Australia.

Regional Fast Rail

Regional Fast Rail was a significant Victorian Government project which improved passenger services on the Victorian regional rail network.

The project achieved reduced transit times for rail passenger services in conjunction with improved reliability. The scope required the upgrade of four regional rail lines – the Geelong, Ballarat, Bendigo and Latrobe Valley lines from the urban fringe to the associated regional city.

Link provided specialist services and advice including engineering and design management; procurement and commercial; project management, construction delivery, risk, scheduling and cost control through all phases of the project. Link resources were appointed to senior line management roles.

Due Diligence Wolseley Private Equity

Wolseley Private Equity is a private equity investment organisation that typically invests in well-established manufacturing, distribution and service companies.

Link was engaged by Wolseley to assist in undertaking due diligence for the acquisition of a contractor that specialises in construction of complex infrastructure. The services that Link provided included undertaking a review of the terms and conditions for a number of construction Contracts that were entered into by the Contractor. We coordinated our advice with leading international law firm, Herbert Smith Freehills that also participated in the review.

We were able to provide Wolseley with an informed opinion on the appropriateness of the risk profile assumed by the Contractor for a number of infrastructure projects procured by both government and private sector clients

Caboolture to Beerburrum Duplication

The Caboolture to Beerburrum Duplication delivered additional rail capacity and reliability along the busy north coast line and to cater for future growth in the Sunshine Coast region.

The rail line between Caboolture and Landsborough was previously a single, winding track. Due to this, all trains were forced to slow down in certain sections, restricting the capacity of rail services on the north coast line.

The project involved building two new electrified tracks, four new rail bridges, a new road-over-rail bridge at Mansfield Road, 5.3 kilometres of road realignments and two new stations at Elimbah and Beerburrum.

Link provided client side project management services to manage the interface with Queensland Rail and to ensure the project was successfully commissioned and integrated seamlessly into the Queensland Rail network. The project was the first to be delivered under an alliance framework for Queensland Rail.

Beerwah Rail Crossing

The Beerwah Rail Crossing project included a 1.2 kilometre road and bridge crossing the rail line at the southern end of Beerwah with links to the existing road network.  The project also incorporated new pedestrian and cycle paths linking both sides of the town.  The project enabled the closure of the Mawhinney Street rail level crossing as part of Queensland Rail’s RailSmart initiative.

Link provided client side project management services which included management of the planning and project options analysis, land resumption, stakeholder management and overseeing the design and delivery of the project to meet the clients budget and timeline.

Corinda to Darra Rail Upgrade

The Corinda to Darra Rail upgrade project aimed to increase rail capacity on the Ipswich line. This project paved the way for the Darra to Springfield Transport Corridor project and provided improved public transport for suburbs in Brisbane’s western corridor.

The Corinda to Darra Rail upgrade included two new tracks and signalling systems between Corinda and Darra and provided the new junction to the Springfield line.  The project had to be completed with minimal disruption to the multitude of freight and passenger rail services.  The project incorporated station upgrades at Oxley and Darra Stations.

Link provided client side advisory services to Trackstar Alliance to improve the efficiency in interfacing within Queensland Rail and external adjoining projects and integrating and commissioning the works with minimal passenger and freight disruption.

MR3 Metropolitan Train and Tram Refranchising

MR3 was a tender for the operation of Melbourne’s train and tram network for up to 15 years. Melbourne’s train network is the second largest in Australia and it’s tram network is one of the largest in the world.

Link provided advice associated with the development of a projects contractual framework and the evaluation of the project delivery capabilities of the respective tenderers.

Clifton Hill Rail

Clifton Hill Rail was a Victorian Government project which involved a track duplication to remove a significant bottleneck in the Melbourne metropolitan rail system.

Sunbury Electrification

The Sunbury Electrification Project involved the electrification of the Sydenham-Sunbury rail line, enabling metropolitan trains to run to and from Sunbury in Melbourne’s north-west. The project scope included to the installation of electrical infrastructure and construction of five substations to power electric trains, the construction of stabling facilities at Sunbury station, significant upgrades to Sunbury and Diggers Rest stations and the provision of extra parking at each station.

Link undertook the role of Client Project Manager for the Sunbury Electrification Alliance, including representing the client on the Alliance Leadership Team throughout project development and delivery, including business case reviews, procurement strategy development, procurement, tender process, contract and commercial management.

Geelong Rail Access Improvement

The Geelong Rail Access Improvement project significantly improves freight operations to the Port of Geelong, via an upgrade to the standard gauge rail access; and additional storage and siding facilities.
